If American the 2002-2005 Civic Si can be had in the ballpark of 5-6 grand and is decent stock but is obviously a fantastic car to modify and tune if you really want to go fast.
They're not super common as they didn't sell well and they unfortunately only came in boring lack of colors. Finding an Si that isn't trashed or rice taxed to hell is always a challenge as well.
