It is all old tech.

The only hard part is getting the cash and political will to built the infrastructure.

Once you have major routes between cities and ports electrified. The trucking companies will start adopting trucks that can use it.

the trucks would all have battery packs or diesel hybrids.

they run on overhead electricity when cruising to destination. then use internal power to finish the delivery or get from the distribution point to the overhead lines.

high speed rail requires very well maintained tracks. slower trains are fine on shitty tracks but the slight variations in the track at higher speeds can derail the train. it costs a lot of money to maintain rail. not everyone can use the railway. actually only the rail company can use it. the advantage to highways is that they're multi purpose and anyone can get on and off at any time.
