Not just the engines, but Detroit refused to revisit designs and update their engineering when new regs came along. So, bolt some crap onto an old design and hope that it passes.

When the fuel shortages came along, they didn't have the engineering skills in house to make a new design. And you can't really get better fuel economy by bolting stuff onto an already heavy platform.
