If you can find a shipper and customs broker to get you a good deal, and find a car that's over 25 years old and in your budget, kind of.
It would be hard to get under 3k, but under 5k, definitely.
I've researched it a lot looking for any kind of hidden fees, and there aren't any major ones.
The guy on oppositelock (which yes I know gawker is garbage) imported a R32 GTST and spent about $8500 in total. The car cost him about $7000 at auction

Also, pacificcoastjdm shows all the auctions going on in Japan right now. You contact them about what you want to bid on and what your max price is, and they go and deal with that for you. If you win, they then pay to have it stored at a port until you pay. Once you pay for the car, you pay to have it shipped to wherever you would like. Here are the customs duties on an R32 GTS-T, so for a cheaper car they would be less.

Also like I said, here's a guy documenting his process. I don't want to sound like a shill, but the way he makes pacific coast auto sound it seems like a great place to go through. They seem to cover any unexpected expenses, and do a lot of the negotiating for you. Here's the article, and he spent a little over $7000 in TOTAL on his GTS-T, and those cars are $4000 to $7000 at auction

I did it through Japanese Classics out of Virginia. I got it early on before the rice tax started to really hit so it wasn't too expensive for me.

A kei car would be so cool to have. It might not work well on the highways, but a lot of those kei hatchbacks can fit 4 people comfortably, and there are even turbo AWD ones that can be modified to make pretty good power (for their weight). They also would make great city cars since they're so small, and they would make great roadtrip cars (maybe on the back roads) since they get such fuel fuel economy.

I wouldn't import one as a first car, but learning rhd isnt really that hard and manual is easy. I don't really think that there's really that much that could go wrong, especially for a honda which no matter what will have a huge aftermarket.

It's full coverage. I did my insurance through Grundy Worldwide. They are normally known for doing vintage and classics, but they are doing "modern classics" now too. And the cool thing is that now that old Japanese performance cars are becoming more known in the US they knew what it was. We talked and set an agreed value for the car, which is how they based their premiums. We agreed to 25k total value (I'm all in at about 19.5k counting the car+shipping+paperwork). The GT-R is not my daily driver, but for a little more per month you could daily it through them and it would be insured fully.

Plenty of people have already imported kei cars into the U.S. -- and other 25+ year old Japanese cars for that matter.

Use something like http://www.autotempest.com/ to search all the other car selling sites at once. Sometimes you will find a good listing, and you won't have to go through the importing process.

Some owners might be looking to sell locally and never list the cars online. I once saw a kei car with a for sale sign in the back window at a local car meet.
