it is cv boot
all it does is keep dust and mud out of the bearing surfaces
your car will run without it but the bearings might wear out quicker even if you add extra grease

stop being cheap. Dont superglue it it will rip open again. If its open, particulate can get in the joint and basically ruin it in short order

honestly, reman axles are so cheap I wouldn't even bother replacing the boot. Go to parts store, spend 50 bucks and an afternoon, be done with it.

Why not just drive it until it's fucked, and then replace the axle. OP may wreck it or sell it before it becomes a problem.

The CV boot contains the grease and keeps debris out.

If it's torn the CV joint won't last as long, It will make noises when it starts failing.

If it just broke you'll be fine for a long time, don't worry about it.
