EG: 55 mph speed limit, small 1/4 mile bit with a 10mph speed limit with speed cameras, then back up to 55 mph with no reason why.

No, that is going to change how swedish peoples' morality exists. True, they have so many immigrants in the recent few years that they need to do something to curb the law breaking increase. They just need to fine the speeders and keep fining them. If they want to speed, then that lifestyle can fund the public's interests better by having the money go into the general tax fund for the country.
Paying people just for obeying the law is a bad thing culturally and sends the wrong message mentally for the way people should follow rules that benefit the community as a whole.

That's the irony, isn't it? The supersafe drivers that always drive slow collect. But the most infuriating drivers are the Regulators. These drivers always have their max speed as the speed limit and deliberately drive in the fast lanes to slow them down. Due to the reward, some or many of these might stop regulating in order to increase the size of their rewards. After all, the fewer there are obeying the limit, the bigger their piece of the pie. If only 1% are speeders, then the piece of pie they have is too small to be worth much as it's split between 99% of the people.
