HP/L doesn't scale accurately though. With bigger engines comes more internal friction and bigger pumping losses, while the available chemical energy applicable per displacement remains constant. A 50cc engine can make more hp/l than a 2 liter engine, which can make more hp/l than a 5L engine.

All that said, the Mustangs's stock 5.0 is lazy and understressed. 400hp is plenty for most people, but yes, it's not that efficient in terms of raw power output.

granted most of that mass is the engine but with a heavy engine comes the frame to support it

this burden overcome with reduction gearing before the gear box
