I was memeing you, Volkswagen's 1.9 TDI are super tough and reliable engines but they're far from sportiness. Golf 3 might be a good idea because they're not as heavy as 4, Opel Astra is good too.

Don't know and would also be kind of insane. The Punto is very light and the HGT makes 130 HP. You have to be damn sure that you can handle this.

Consider getting a Golf 3, they're cheap and for a starter like you would be enough. Just don't get a diesel, they're really slow.

Try Subaru Justy, basically an AWD Suzuki Swift available for under 4k PLN. The downside is that it only comes with an 1.3L carbureted engine that makes around 80HP but I think you can bolt up the 1.6l from Swift GTI

Those are already pre-modded and probably work for some certain events. I'm more interested in starting cheap and slow, so I don't kill myself but also won't have to spend too much if I decide that it's not for me.

Second gen Subaru Justy. It's just like a Suzuki Swift / Geo Metro, but with AWD. The engine is a 1.3L Suzuki engine, but different more powerful engines from the same family from the Swift and other Suzukis will drop right in, and it's a very light car.

Another thing that comes to mind is MK3/4 Ford Fiesta with top of the line engine (1.8L for MK3, 1.6L tarbo for MK4), they're rare but still go under 5/6k PLN.

These cars are very popular amongst amatuer rally drivers in Poland and as far as I know, there are a lot of forums with tutorials on how to mod it. I don't know about parts availability though.

6n Polo and others on the same chassis would likely suck.

I'd double up on the Citroen Saxo or perhaps even an AX. They're both light as hell, perfect to throw around.
Peugeot 105 or 106 also feel like obvious choices.

I haven't really thought of any particular rally direction yet, but I just want to get a cheap beater to sorta train myself in rallying and stuff. I have actually seen a mk4 golf with a 1.9tdi used in rallying. Pretty rare, but possible. It mainly depends on local rules and classes. Mk4 Golf tdi would also have the benefit of awd in some cases if the rules allow using them.

OP will probably squirm at how much safety equipment costs when he realises its more expensive than the car itself.

Also its always cheaper to buy a pre-made car than to build your own once you add all the costs together.

if you just want to do gymkhana and basic autocross then just get a cheap beater or use your DD, those events are not too harsh on the car, if you want to do real rally stages then youre much better off buying a pre-built car because it WILL be cheaper.

(for example, sure i could buy a car here for 300 pounds then buy a rollcage for 600 add on top of that seats and harnesses. and the work required to fit all of that im looking at 2,000 quid for a car to go rallying. or i could just buy a subaru leone that ive seen for sale for 1000 pounds thats stripped, caged, seats and harnesses installed. all ready to go)
