Depends. Honda makes a 670cc parallel twin that is geared entirely towards commuting with fuel efficiency in mind. A 400cc i4 putting out 53bhp is a solid engine for a commuter bike.
There are some high displacement thumpers that make for solid commuters too.

The engine is decent, the handling is decent, the ergos are good after I swapped the handlebars, the fuel economy is decent, and it has proven itself time and time again to be absolutely indestrucible.
