But forced induction is a bolt on modification. As in bolted on to an engine of a specific size, or displacement.

Displacement isn't the same thing as mass airflow. Forced induction improves the latter, not the former.

If you want to say forced induction is the same thing as displacement, then so is installing a straight-pipe exhaust, a better flowing intake, more aggressive cams, or anything else that improves the ability of the engine to pump air.

I remember reading about this in auto math handbook, but it only covered carburetor engines iirc and for them, only high output engines get past 100%, when normal engines have like 70 or something.

S2000 can apparently do 110% or so in certain situations. I'm sure other cars can as well.

It's hard (though possible) to do with carburetors for various reasons, but with modern EFI throttle bodies and a high-revving motor it's not that difficult relatively speaking.

I remember there was some built F20C that hit 137% on the dyno. The NA F1 engines were probably doing some pretty obscene VEs as well.
