The battery is not 100 percent dead, just dead enough for the starter to now work. It's parked in a spot where I can't push it by my self. Could I Jack up the rear axle, put it in gear and spin a tire by hand?

OP the only way is to find another car, part it so one of it's accessory belts is perfectly in line with yours, take your belt off, find a 20 foot long belt, 2 pulleys, and some boards, then rig it up like this
