Why are there no RWD cars that can get decent gas mileage? Even smaller 4 cylinder engines can't get more than 30mpg, is it an inherent flaw in RWD design?

Because most RWD cars are performance oriented, not fuel economy oriented. That said, I can get 33 mpg on the highway in my IS350 no problem. I would expect other cars like the 335i/340i to get similar numbers too.

The issue is that FWD is cheaper to make, so most economical cars are made FWD.

Rear wheel drive cars that did better than 40mpg were once a thing.
