Never use a trolley jack without jackstands regardless of how much it costs. That said if you do have jackstands which you should then you can use a cheap trolley jack because all it needs to do is lift the car onto the jackstands, not hold it up.

It's fine to change a tire, but you're going to need jack stands to keep it from failing and crushing you to death if you plan to use it for anything else.

Get ramps then. Jack up the car as far as you can, and then slide the ramps under as far as you can, then reset the jack and get the car fully on the ramps.
