Trying to change rear wheel bearing in 1991 CRX, and this happened. What do?
Clean off the hub and install new bearing.

If you have acces to a cut off wheel then cut a diagonal groove across the inner race that is stuck on. Be careful not to cut into the spindle. Then put a chisel in the groove and give it a couple good wacked with a hammer. Should split the inner race and slide off.
Alternatively remove brake shoes and use a chisel to hit between inner race and brake backing plate. May need to use 2 chisels on opposite sides to force inner race out.
If you nick the spindle just sand it smooth so you wont get hung up while installing new bearin.

Heat the race until its hot as shit and keep the spindle cool with some water.
Should be able to get the race off with the chisel like you already tried.
If that doesn't help cut it like thee other anon said, a dremel will be the best since theres less wheel to cut into anything important.

Use picrelated to make a dent into it, then drill it to weaken the ring until it can be destroyed.
Why making a dent into it? well, otherwise the drill will slip all over the place. You can use a nail to.

You could be a real animal and blow it off with a gas plant. Get the ring bright orange with the cutting torch flame then hit the cutting Oxy switch and use the flame to 'blow' the metal away
