Here in Poorland inspections are mandatory every year for all cars, except if they're registered as an antique. They're not that strict comparing to German TUV and you can get your rusty shitbox to pass it easily if you buy the inspector a bottle of vodka but you also have to pay for the inspection 100PLN every year. The criteria for registering a car as an antique are: must be 25+ years old, not produced for 15+ years and at least 75% of parts must be original, also it costs 700PLN so pretty much 7 regular inspections so it's not really worth it in the end.
