So I've been searching around and I can't find an answer for this.

Why does slightly pulling the handbrake in an ff car stop oversteer? I've seen keiichi tsuchiya do it when racing in an integra, and I've seen it referenced elsewhere, but I can't find out why people to it. Does that tiny bit of brake pressure going to the rear wheels really slow them down enough to prevent oversteer? Or what's going on there

I tried it in the snow and it actually works. Guess it shifts some of the weight off of the front wheels. You sometimes see rally car drivers doing this.

This helps with understeer. It would probably help with oversteer too.

weight transfer. pulling the e brake pulls weight to the rear tires making the front tires turn much harder. since he's already understeering, the car pivots around the corner without the rear end sliding out because the understeering tires are still pulling the weight of the car opposite of the corner
