Went to /adv/ and got no replies. So I'm a delivery driver, and was parked on a college campus for five minutes (I'm also not a student there) and received a 75 dollar ticket from ''University Police''. It says they can hold my car registration etc. But do they really even have that kind of power? Has anyone dealt with this before? Will anything REALLY happen if I don't pay it?

Write them back and tell them to fuck off.
University police aren't real police and have no authority outside being dickheads. They can probably turn it over to collections but they can't fuck with you legally.

Depends what uni, at mine university police are real cops (they all carry guns). But they don't write parking tickets. Parking enforcement does, but about the worst they can do is hand you over to collections, unless youre a student, then they can fuck with your class registration and graduation.
