Yeah absolutely anything in that price range is going to be complete utter garbage. With enough luck you might be able to find something that drives fine with cosmetic issues but you have to remember cars in this price range are one step away from the junk yard.

All these cars, they have high mileage and all sorts of maintenance that has been negelected, 15 owners, etc. When they break you just throw them away. I wouldn't trust anything that has been listed her to not break down on me when I need it most. IDK some people are okay with super shit cars. $2500 is the true cut off imo.

Which is why you also find so many cheap cars for sale and no one owns them long because they don't want to get stuck with them when they finally die. Its a constant game of buying and selling hot potatoe to not own the cheap car when its head gasket goes/etc.

Another big thing is to consider tire condition. Even super cheap tires will run you $500 for a new set. So if the tires aren't new you need to negotiate price down.
