Best- New zealand by far. Barely any invasive modification laws. As long as it isnt a constant explosion risk almost any vehicle can be registered. Insurance isnt mandatory. Cheap imports (can buy a skyline for 6k nzd) . Driving liscence actually requires you to know how your car works and know defensive driving. Amazing roads .all the main roads have well maintained seal. And cops dont care if you hoon as long as you are well away from the main roads and theres no traffic. Regular car meets and events all over the country

Yes, a lot, Gravel and Pavement. Unfortunately Calgary is kind of far away from the mountains so you have to drive an hour to get to them. The 40 and highwood pass are pretty close and have very nice turns, the 66 is nice too. Most roads leading up to the ski resorts are pretty epic if you want to get your touge on.
