Yes. I don't know why it would be a bad idea. Spray paint is probably advisable because canned paint could form reservoirs that affect balance and promote rust. White can look good or it can look silly depending on the wheels. It'll definitely look dirty all the time though.

Clean them well and scuff the existing paint, then spray a few coats. Best to do it while the tire is off but you can also tuck playing/index cards under the lip to mask off the tire.

you have a point on the dirtiness. I wasn't sure if I could put something on them to keep dirt off....but It sounds like a pain in the ass. Maybe I'll just do a coat of black to ensure it all looks even.

Than get some rustoluem spray paint specifically for METAL surfaces, clean the wheels really really wheel, sand them down to a nice smooth finish, paint them with the rustoluem using nice sweeps, and spraying from 3ft away. Wait to dry completely, than flip over and repeat. Make sure to do this in a well ventilated area, wear old clothes you don't care about

I have in the past. Better to remove the center caps and set them aside, rather than spray over them like in OP pic.

I had a Metro with factory silver painted steelies, but the paint was flaking/peeling pretty bad after I had the car for a couple years. This was a 96 metro in maybe the year 2000 or so.

I used the cheapest generic spray paint my local Ace Hardware had in stock; the color I used was "silver aluminum" or something like that. It was a pretty close match for the factory wheel color.

The prep I did was nothing very special. Took all 4 wheels off the car, laid them flat on the driveway, removed the center caps.
Did a quick once-over wash with regular car wash soap, rinsed with the hose and let them dry in the sun. Masked the tires with newspaper, sprayed the rims down with one coat of the rattlecan and called it good.

It held up remarkably well. I gave the car to my dad when I went off to college, he was still using it as a commuter shitbox at least 5 years later, and the paint hadn't degraded in any noticible way when he traded it in.

The only thing I would have done different is masking the valve stems. The paint began peeling/flaking off of the rubber stems super fast, and if you looked close the flaking paint on the stems would give away that it was a rattlecan job.

Just wire brush/wire wheel any flaky paint off, wash it, mask off tire and valve stem and spray.

There's lots you can do to improve the finish but that will give you a passable look from day 1.

Give it 2 or 3 coats of paint.
Using sand paper after wire brushing
Using a laquer/clearcoat after colouring

Sure

Spray paint is probably best. Make sure to properly prepare the surface though. Look up some painting guides online if you want it to look decent.

I'd say it depends on the color of your car. IMO it would look good against black, or bright colors like blue, red, green. Would probably look bad against white, silver, gold, or other pale colors. White painted wheels tend to need a lot of cleaning because of brake dust.

A lot of us do.

The closer tire is the rear tire though. You want the tread to push the water from the middle out to the sides, the way he has the tire on it'll suck the water into the middle of the tread.

The tread on the surface seems to be either parallel or perpendicular to the direction of travel, so it doesn't look like it's meant to push the water anywhere. The design on the sidewall though seems to angle toward the direction of rotation, like most tires seem to do.
