The vacuum reservoir allows the vacuum levels to remain stable. Many things in this Buick like cruise control (if equipped) and climate control are assisted by the reservoir.

DO NOT REMOVE THEM. The extra vacuum built up in them is necessary for certain functions in the car to work. If it works, dont mess with it. If you need to replace the lines, do that, but don't start capping off and removing things.
My car's PO did a vacuum delete, fucked everything up which let me get it cheap, and I had to put it all back to fix it. It was running full rich which killed the cat because the fuel injection system was pancaking due to the lack of vacuum.

in my cherokee it was literally inside the front bumper. in my rabbit its factory bungee cord to the hood. FACTORY.

My point is just put them somewhere else. If you get in the habit of setting shit on the battery eventually you will fuck up and set a wrench or something uninsulated and do some unintentional welding.
