what if we lived on bizzaro earth, where this was backwards? where 80% of burning gas converts to kinetic energy? instead of a 2.2 ecotec making like 150hp, it would make 270hp, or could be 1.2 and still make 150hp.
imagine big bore v8's making over 700hp n/a from the factory, or having motorcycle sized engines in cars getting double the mpg we get now with the same output. imagine top fuel dragsters (which apparently make TEN FUCKING THOUSAND hp now) doing couble that and built drag cars cracking 3000-4000hp on the regular.

what would it be like to live and drive in this wonderland?

I understand that your idea is largely hypothetical, still, i think it's unfruitful to discuss power, since you can boost that anyway by using nitros, more powerful engine designs etc so you wouldn't see anything already not seen in performance specific designs.

AFAIK large part of this inefficiency is exactly to produce more output power.

As you change the way engine operates, you get less and less power vs weight and more efficiency. In the end you get well insulated steam boiler engine.
