ok, so I have an inverter to run tech shit in my car, but it runs through the cigarette lighter. could I just connect it direct to the battery without it burning out or anything?

Well anyway I was just wondering if there is anything between the battery and the ciggy lightter that would reduce the amperage, that would otherwise kill my electronics if it was not there.

Whatever you plug in will pull the amps it needs. There are two problems (off the top of my head) that you need to think of.
1) Lighter has a fuse. Direct connection to the battery doesn't.
B) If you opt to add cables for a direct connection you must make sure they don't wobble or the insulation will wear down and you'll most likely torch your car. Seen a car burn because the owner was a bozo who just dragged cables through a whole he drilled without thinking that there's a lot of vibration and the cables will jiggle. Insulation wore down mechanically. One short-circuit later he had no car.

Yes but the outlet will have a fuse, could be anything from 10-25A so you would have to check so any appliance you plug in doesn't use to much power.
