How much will it cost to get a tear in the footwell fixed? Anyone encountered this problem?

Rust isn't really a problem from the inside. That tear is from foot rubbing.
If you really want to insulate it just steal some from your attic/basement wherever you can find housing insulation. Tuck it in before sewing and you are good. (it will be good for road noise more than anything else)
