It's not cheap jeans it's just jeans that aren't prewashed. Raw denim especially will dye everything it touches.

Use a microfiber cloth and a clothing iron with a steam function. wrap the hot iron in the cloth and steam the fuck out of it. that should pull the dye out. it could also pull the dye out of the seat though, not sure.
