It's pretty much proven time and time again that it's the company and not the plant that determines reliability. Modern automakers have always used plants all across the globe and certain brands have still had a higher standard of quality than others. GM and Toyota have plants in the same many of the same countries, but GM still puts out crap compared to Toyota. Maybe there are slight quality problems with plants from certain countries, but not much worse than any other plant.
