What if some philanthropist were to make an LLC, use it to buy a lot in an industrial area, asphalt the entire thing and install armco around the edges, and just declare it open as a playground?

They'd have to sign all kinds of wavers when joining, and car insurance probably wouldn't be valid on the track/skidpan/whatever it is. I'm pretty sure that's how some of those facilities in Japan do it.

You do realize that if you offer an empty lot without rules, the only car people to turn up will be the scum of the scum who do donuts and burnouts all day and are generally obnoxious and disrespectful, right?

If you want to do it right, pave an actual race track, or at least a driving safety facility where you can also lay out autocross and gokart courses. You'll even do something good for the local car community if you offer cheap driving courses to improve peoples' skills and awareness.

In the south there are areas where someone creates trails through the woods, and certain sections can be used for different activities (mudding trails, atv/dirtbike trails, and leisure riding trails) then you pay to get in, sign a couple waivers and off you go. I'm sure if some rednecks down here can make a business out of letting drunk idiots get there trucks stuck, I'm sure someone could do the same thing for something like rally driving.
