Because they're shitty engines. People put bike engines into jet skis for a reason. Hell someone even put a 13b into a jet ski.

They're designed to power waterjets.

Marine engines are cooled by the water the vehicle is in. The small stream you see shooting upwards behind watercraft is the water pump discharge. People do swap big bore 2 strokes out of snowmobiles as they have a somewhat conventional cooling system that can be modified for summer use. Also snowmobile drive systems are cvt so you don't need a transmission, just the 2 clutches from the sled, a jackshaft and chain drive.

Infact, the Kawasaki range of personal water craft use a supercharged version of the ZX-14 engine.
Two stroke jetski engines are typically ~800cc twin cylinders with no forced induction.

Not sure if you're taking into account marine engines usually (as in the case of jet skis) have their own sealed liquid cooling system. The water it's running in only runs through a heat exchanger, not the engine itself.
