The best I can think that fits all those qualifications is a used 350z, but only some models have LSD, I'm pretty sure.
I can think of some small cars that are quick, but not a lot that have that much power. At least, none that are cheap. It's a pretty expensive market, for some reason. Hell, even newer base Porsches have just over 200.

If modified cars count, an S13 shell with an SR20DET/RB20/25DET and an aftermarket LSD. S13 shells go for around 1000 dollars or less, RB20DETs go for around 1000, and aftermarket LSDs go for around 1000 (You don't want the stock LSD, it's garbage and probably doesn't even work anymore). RB20DET swap is pretty easy if you have the stock RB20 mounts and crossmember from an R32 GTST. Or you can get mounts from somewhere, about 400 dollars. If you can do the work yourself you should be able to do it for under 5k easily, with some mods.
