Q: The US Forces Korea Commander Vincent Brooks reportedly said on November 4 that the US would deploy the THAAD system in the ROK within eight to ten months, and that the size of the THAAD battery would be bigger than the one deployed in Guam. How do you respond?

A: The US deployment of the THAAD system in the ROK disturbs the strategic balance in the region, jeopardizes the strategic and security interests of relevant countries in the region including China, and runs counter to the efforts to safeguard peace and stability of the Korean Peninsula. China has repeatedly expressed its concerns and firm opposition on this issue, and will take resolute and necessary steps to protect its security interests. We urge relevant countries to address China's justifiable concerns and put an immediate end to the deployment process.

I'd also like to point out that the current situation on the Korean Peninsula is rather fragile, sensitive and complex. We hope that the US and the ROK can do more things conducive to peace and stability of the Korean Peninsula and stop inciting conflicts or escalating tension.

>Chinese parochialism
https://www.koreatimes.co.kr/www/news/opinon/2016/11/202_217705.html

China has only one rule of settling things with its neighbors - its way or the highway.

It treats Taiwan like an errant student for showing a hint of what it sees as a move for self-determination, despite their agreed-upon principle of "one China, two systems." It cruelly squashes the rights of the people of Hong Kong, going back on its promise of granting them special status.

Vietnam, Malaysia and Singapore as well as other countries in the region have grounds to be concerned about China's aggression over territorial disputes, for instance. Remember Beijing scoffed at the ruling against it by an international court in its dispute with the Philippines over sovereignty in the South China Sea.

By this unilateral standard, Beijing is applying pressure on South Korea, over the latter's decision for self-protection by allowing the U.S. to deploy missile interceptors against North Korea's increasing nuclear and missile threats. South Korea's neighborly efforts to explain the necessity of the Terminal High-Altitude Area Defense (THAAD) have fallen on deaf ears in China.

China has gone against an international effort to punish the North for its fourth nuclear test in September, although it has said it opposes the North's nuclear armaments because of its threat against regional peace and stability.

In dealing with Seoul, Beijing has acted in a condescending and rude way. China has kept mum about a "return" visit by Defense Minister Han Min-koo following up his Chinese counterpart Chang Wanquan's visit to Seoul in February last year. It has also failed to respond to calls for the annual vice ministers' meeting held since 2011. These moves come on the heels of Chinese Ambassador Qiu Guohong‘s threat that Seoul would pay the price for its THAAD decision.
>>
>>82424
True, China is big and powerful both militarily and economically. That alone can't let it gain the kind of respect it is eager to have if it bullies its neighbors, ignores international laws and fails to keep its end of the deal with other countries.

Beijing leaders are advised to pay attention to the history of their own ethnic heritage, the Han tribe that most of them belong to, being attacked by tribes rising from the fringes for, among other reasons, insisting on "my-way-or-the-highway" policies with neighbors.

They may continue to act like they have been doing this but at the risk of repeating history.

It's time for China to stop being puerile and mature to the level of its newly found power and riches. The world needs a grown-up China that balances its own interests with those of others. Learn from the U.S., even for the lack of a better example.

China again calls for stop of THAAD deployment in South Korea

China on Wednesday again urged the United States and the Republic of Korea (ROK) to stop deployment of an advanced U.S. missile defense system in the ROK.

According to media reports, the ROK Ministry of National Defense concluded a deal Wednesday to acquire the site for the Terminal High Altitude Area Defense (THAAD) system from the Lotte Group.

The ministry has agreed to take over the Lotte Skyhill Country Club in the southeastern rural county of Seongju from the country's fifth-largest conglomerate.

"China has repeatedly expressed concern and firm opposition to the THAAD deployment," said Chinese Foreign Ministry spokesman Geng Shuang at a regular press briefing.

"We again urge all sides to face up to China's reasonable concerns and stop the deployment process," he said, adding that China will take necessary measures to safeguard its security interests.

Planning and construction work will begin in early 2017 with a THAAD battery to be installed before the end of the year.

Geng said the deployment of the system gravely undermined the regional strategic balance, as well as the security interests of countries in the region, including China.

Foreign Ministry Spokesperson Geng Shuang's Regular Press Conference on November 16, 2016

Q: It is reported that the ROK Lotte Group has agreed with the ROK military to exchange a piece of state-owned land with its golf course in Seongju where the THAAD battery can be deployed. What is your comment?

A: China has noted the relevant information. The US deployment of THAAD in the ROK gravely undermines regional strategic balance and the strategic security interests of regional countries including China, and runs counter to the efforts to safeguard peace and stability of the Korean Peninsula. China has on many occasions expressed its concerns and made its opposition clear. We urge relevant parties to take China’s legitimate concerns seriously and put an end to the deployment process. China will definitely take necessary measures to safeguard its security interests.

Chinese expert: THAAD in Korea will be first target in case of China-U.S. conflict
SEOUL, Nov. 22 (Yonhap) -- A former Chinese diplomat warned that the U.S. anti-missile system to be deployed in South Korea could be the first target for a Chinese attack if conflict breaks out between the two superpowers.

Yang Xiyu, a senior research fellow at the China Institute of International Studies, also said the installment of the Terminal High Altitude Area Defense system will bring a significant change to China's relations with South Korea, prompting Beijing to "re-think" the burgeoning bilateral partnership.

"The warm degree of China and South Korea may change. For example, last year, the degree was pretty high. We had a very good relationship. But if the THAAD deployment will be brought about, the degree will change," Yang Xiyu told Yonhap News Agency on the sidelines of a seminar held in Korea late last week.

He served as head of the Chinese foreign ministry's office dealing with Korean Peninsula issues in the mid-2000s and was involved in the now-suspended six-party denuclearization talks.

In July, South Korea and the U.S. announced a plan to place the missile shield by end-2017 to beef up defense against the growing threat from North Korea.

The decision drew strong opposition from China. Beijing immediately protested that THAAD, which is equipped with the powerful X-band radar, could hurt its strategic security interests.

During the seminar Yang said that Beijing is preparing all necessary measures including diplomatic and military ones with regard to the THAAD deployment on the peninsula.

"I am not meaning broken (relations). Good friends, normal friends and just colleagues are quite different because of strategic considerations," he said to Yonhap News. "We need to re-think the China-South Korea partnership."

China bans Korean drama and variety shows 'in retaliation against Thaad deployment in South Korea

China is to ban all TV content that features Korean stars including dramas, movies, entertainment programs and advertisements according to Chinese media outlets on Sunday.

The ban is viewed as retaliation against Korea's decision to deploy the Terminal High Altitude Area Defense (THAAD) system.

"We are to ban all Korean entertainment programs under the new guideline that came down from the government," said an ENT Group official, a Chinese Media & Entertainment company.

"However, programs that have been approved by reviews and meet the official guidelines of entertainment programs have been excluded."

Although no official document has been notarized by the State Administration of Press, Publication, Radio, Film and Television, which handles all TV programs in China, broadcast executives are seeking to deal with the ban.

With tension between Korea and China over THAAD continuing to grow, Gen. Vincent K. Brooks, the United States Forces Korea Commander, said the ground-to-air weapon system would be deployed in the next eight to 10 months.

>>
Q: It is said that China is tightening up its restriction on the ROK by requiring Chinese TV stations not to air advertisements casting pop stars from the ROK. Can you confirm that? What is your comment on that? Does China take the move because of THAAD?

A: First and foremost, I have never heard about any restriction on the ROK. Second, the Chinese side is always positive to people-to-people and cultural exchanges with the ROK. However, I believe you can all understand that such kind of exchanges should be based on public support. Third, the Chinese side's steadfast opposition to the deployment of THAAD by the US in the ROK is well known to all. The Chinese public has voiced their dissatisfaction as well. Relevant parties must have taken note of that.

>Russia Demands South Korea Apologize For North Korea Rocket Delivery Claim

https://themoscowtimes.com/articles/russia-demands-south-korea-apologize-for-north-korea-rocket-delivery-claim-51783

The Russian Foreign Ministry on Wednesday demanded an apology from South Korea for accusing Russia of supplying rocket technology to North Korea following the Hermit Kingdom's belligerent launch of a space rocket on Feb. 7.

Not long after the launch, which saw Pyongyang send a multi-stage rocket with a satellite into orbit, South Korea's Yonhap news agency reported the vehicle might have contained elements produced in Russia, citing a South Korean lawmaker.

On Wednesday, the head of the Russian Foreign Ministry's Department of Arms Control and Non-Proliferation, Mikhail Ulyanov, fired back at Seoul demanding an apology for making “irresponsible” and “unprofessional” accusations.

"If the South Koreans really have any reason to suspect us of illegal shipments, which violate UN Security Council resolutions, then the evidence must be presented," Ulyanov said, urging Seoul to back up such claims if proof cannot be presented.

Space rockets are technologically similar to intercontinental ballistic missiles (ICBMs) used to lob nuclear warheads across the planet — Yury Gagarin, in fact, rode a derivative of the Soviet Union's first ICBM into space in 1961.

The UN Security council has prohibited North Korea from conducting rocket research, but Pyongyang continues to experiment with the technology as part of what it claims to be a peaceful civilian space program, akin to those found in Russia, the United States, and the world over.

Russia is a signatory of an international arms control convention aimed at preventing nations like North Korea from developing ICBMs, known as the Missile Technology Control Regime. However, adherence to the regime is voluntary.

Seeing Koreans protest the implementation of an air defense system in a time of international tension seems so dumb to me. I'd at least understand if it were nukes or some more conventional forces, but air defense systems? What's so bad about not being able to be bombed?
>>
>>89190

For the same sort of reasons the soviets protested the "Star Wars" SDI program: if you think mutually assured destruction isn't in play (as in your nukes won't work, but theirs will) you think the other guy will be way more willing to use nuclear weapons.

Now this doesn't fully apply here because these air defense systems also protect against conventional attacks, but it's where the logic stems from.

Q: The ROK Parliament voted for the impeachment of President Park Geun-hye today. How do you think of its implications on future China-ROK relations and the deployment of THAAD in particular?

A: As a close neighbor to the ROK, we have been watching the development of the ROK political situation and hope that it can restore stability as soon as possible. The impeachment itself is a domestic affair of the ROK, and as a consistent principle, the Chinese government never interferes in other countries' domestic affairs.

Regarding China-ROK relations, we hope to grow bilateral ties in a sound manner. But when it comes to the THAAD issue, China holds a consistent and clear position, namely we firmly oppose the deployment of THAAD by the US and the ROK as it compromises China's strategic security interests.

What are you talking about? Japan could have had THAAD years ago if they wanted to, but they opted for the improved PAC-3 because it was cheaper. They were going to review buying THAAD in 2019, but with the recent nuke test of NK they have decided to bump that review up to next year and are expected to buy it. If they do then they will have BOTH the THAAD and improved PAC-3 which will give them a leg up over south korea.

Q: Moon Jae-in, former leader of the ROK's main opposition party said on December 15 when declaring his decision to run for presidency that it is inappropriate to push the THAAD installation under the current political circumstances. The deployment should be postponed and left up to the next administration for reconsideration based on diplomatic efforts. What is your comment?

A: I have seen relevant reports. On the THAAD issue, China has repeatedly expressed its serious concerns and clear opposition. The THAAD deployment by the US in the ROK, which severely undermines regional strategic balance and the strategic and security interests of relevant regional countries including China, will not help preserve peace and stability of the Korean Peninsula. We hope that relevant countries can take our legitimate concerns seriously and halt the deployment.
