From the Russo-Japanese war (the disastrous transfer of the western fleets to the east and the battle of Tsushima) to all the sub incidents during the Soviet era to the decrepit fleet of today, has there ever been a bright spot in their naval history, or are they forever been cursed to be allergic to seawater?

The Russian navy never enjoyed the status of western navies.
It was always the least important service.
In times of peace in western countries (and Japan) said powers could enjoy building up battlefleets.

Russia has always had fuckhuge, often contested borders and the land forces have always been of primary concern.
