Blacks commit more crimes because A) They have a higher rate of poverty than other races and B) They have more children growing up in fatherless homes. Latinos have a similar poverty problem, but their crime rate isn't as high as the blacks because Latino cultures tend to have a larger emphasis on family which means the kids are more likely to have positive male influences in their lives.
As much as American police need serious reform and as much as we need to end the privatization of prisons, the black community needs money (raise the minimum wage, encourage more blacks to enter trade schools or colleges, or whatever you think will work best. I really couldn't care less) and they need bring back two parent homes.
