Until the 1960s, black citizens didn't have any representation in government. This is a society where socioeconomic status is inherited. Without social programs, you're essentially telling their community, yeah, you were institutionally discriminated against, and you've inherited some of that disparity, but that's not our problem. In fact, it's everyone's problem,. A level playing field means a more meritocratic society which to some extent translates into a more competitive economy.

Of course we should argue about what we should do and how much we should do it to accomplish that, but really it hardly even matters when talking about social programs. Social programs don't exist for black citizens, they exist for all citizens that are at risk of losing a minimum dignified standard of life through no fault of their own. There are occasionally bums but it's not the majority. In some states, one third of the population is on medicaid. States like New Mexico where Trump won by a significant margin. But you can't punish all of the poor and threaten the middle class for the bums. We can work the develop cost effective solutions to identify and curb abuse when it does happen.

Not living in abject poverty doesn't encourage people to have children; the birthrate of blacks has been on a gradual decline for a long time now in step with that of whites. Scrapping social programs just punishes children that already exist and risks contributing to generational poverty.
