they're probably more worried about the liability of releasing the videos and having some racist vigilante preemptively shoot some young black men because they looked threatening.
they aren't trying to fool anyone. they're purposefully signalling to everyone that most of the crimes committed on the trains are by blacks without actually saying so. they're acknowledging the elephant in the room, but refusing to name it
