consider this: the entire time that site may have been up and running by the feds, people could have been abusing children and uploading them to that site. if they just shut it down, those abusers might think "oh shit the site got shut down, better lay low and stop producing cp at least for awhile". if it could be proven that at least one child was abused and exploited for cp while that site was up with the feds in control, you could absolutely make the case that the feds are responsible for that specific child's continued exploitation.
