It borders on pointless. I'm not even sure all of the gear for a head of state visit can actually fit in a single plane when you also include comfy accommodation for the VIPs and their staff, and baseline accommodation for the auxiliaries.

Now, even if everything could fit into a single plane, it would be an overly complex engineering feat to convert it, and it would entail flying the VIPs in along with all of the other stuff, even though these visits might require days of preparation ahead of time.

It just makes more sense to use military/commercial planes to fly in the gear and auxiliaries, and then use a VIP transport or even a regular airline flight to get the VIPs in when everything is ready for them.

I don't know about an aircraft that I'd use as a VIP/Executive transport, but if I were getting any plane to use privately I'd like either a Kawasaki P1, or for vintage style a Lockheed Jetstar.

Honestly, just something sensible between a Boeing 737 and a 777 depending on the size of the staff. All you need for that is a proven reliable passenger airliner. Anything exotic is just going to cause trouble at foreign airports where you don't have your own ground crew.

If good judgement is not an issue, I'd probably find a reasonably complete Caravelle somewhere and get it back into airworthy condition.
