so I learned that mini-velos exist. How hard could it be grabbing a BMX frame, weld some extensions, get some 20" folding bike wheels and changing the seatpost?
is it a viable way to have a compact non foldable bike that runs decent?
Or will it be better to grab a road bike frame and mod it to fit 20" wheels.
You do know you can get a brand new mini velo for $300?
I think that Wiley guy who posts here and has like a hundred bikes has one similar to what you describe, so it can be done. Pretty ugly though

I read about a guy (american I think) that made one with a BMX, pic related. It's ugly as hell but looks functional.

Anyway, getting to the point, I will try to modify a cheap BMX frame, change the handles, change the tires and make it fixed (for the lulz).
I bet it will be less than 250 dollars, if it's more I think I just save a little more money and buy a Mixie like some anon recommended before.

F-1 BMX are the best for this but they are very hard to find.
Regular BMX can work if you are under 5'8ish

I am a big guy, I live in an apartment and I have like two stairs (one extremely small) to go up and down every day to get out of my home.

small wheels are lit, but why the foldable meme? you can lock out your bike easily outside and most transport like trains etc offers bike transport. Foldability seems redundant in most cases.

I live in a shit country with few bicycle roads. Forget about public transportation allowing bikes inside. Hell, even folded bikes are not allowed unless they are extremely short and you can put it in a small bag.
