To be fair tune ups are a thing at almost any lbs
to be unfair, 95% of the time someone wants a tune up they just need one specific thing to be fixed. And 80% of those times, its just brake/shifter cable tension.

Honestly when a non-expert goes to a shop and asks for a tune up they mean "it has been riding differently, please take a look at it" without knowing exactly how to describe the problem. If the shop can't figure that out then they shouldn't be in business.
