Is this a significant factor at all? I know there's lots of road traffic between Chicago and Milwaukee (I've been stuck in it a couple of times) but I can't think why anyone would use a boat for that unless they were extremely fond of lake cruising. Those folks will probably continue to do just that, and we already know they're not in a hurry. They can be discounted.

Now some people (worldwide) do use ferries for commuting and business travel, but only where it makes sense. Along one side of a lake? Nope.
