The act of a bird or plane propelling itself through air is called flying, and the act of moving down the street in a car is driving, so what is it called when submarines move through water? Can't be swimming right?

OP, the most general answer to your questions is "sail" as in:

Any watercraft is said to sail, regardless of its mode of propulsion. The verb "cruise" could be used very similarly.
