Go on Craigslist if you're in the US. Throw in ten-twenty dollars as the highest price, and a bunch of BMX bikes will come up. I'm sure you could score an old 24' or 26' inch to use for the front end also.

One time on Alibaba I ran across this page for a Chinese place that did titanium MTB frame / parts manufacturing.
Sadly I failed to take any screen shots :(
Almost EVERY SINGLE PART they would make out of titanium. The bearings and cables was literally the only two things I did not find. EVERYTHING else was there.
They were wholesale only, like 50 pieces MOQ. But from the prices listed, I figured you'd spend about $14,000 to have a neatly-100%-titanium MTB built up.

The optimum Ti MTB is a hardtail frame with a lightweight XC fork. The Ti chainstays and seatstays will be noodlely enough to provide some bump relief and still be plenty strong.
Long travel rear suspension is easiest to model with shocks that control rigid elements. This is why the better trail bikes have large carbon-composite chainstays instead of Ti or Al or steel.
