Typically no, because passengers aren't transported between two points, they just travel in a loop.
There's no reason you couldn't actually build a transportation roller coaster with a station on each end, but I'm not aware of any that do this.

Most transportation vehicles operate in an out-and-back manner, so why wouldn't a rollercoaster fit the definition? Or does it HAVE to be some boring, utilitarian transport? Some people take train trips, or airline flights, or a journey by ship or boat, or even bus rides for purely recreational purposes. Are you going to disqualify them, too, for that reason, and because they, too, travel in a loop or an out-and-back course? You'd have to invalidate ALL forms of transportation for one reason or another.
