In my country, at least on long distance buses, you're required by law to use the seatbelt. On a train it doesn't really make too much sense since the train will hardly ever come to a quick enough stop to warrant them (unless you crash against another train or something)
For urban buses it'd be too much hassle.
Seatbelts are both in airplanes and cars: I truly do believe they should be available at least as an option on buses and trains. I've seen a couple nasty gifs of people in buses getting extreme injuries because they didn't have a seatbelt.

For busses at least. The operators are not often on the phone/texting/trying to catch their coffee/drunk/etc.
The vehicles that are likely to hit them weigh significantly less and they are often going similar speeds.
Most of the gnarly bus accidents you see are in third world countries where the driver slams head on into a 30 ton excavator or drives off a cliff because he is behaving like your average valley girl.

My father rages every time he travels on a train and see people carrying their 15-20kg case and put it above the seats, a perfect spot to smash skulls in case of crash. I would like to know the % of wounds/deaths caused by lugagge. I'm a trainfag and I hate it too, the train it's comfortable but it's a fucking death cage if something goes wrong.
