this is my bike, i didn't give it any use in eight years and i can't afford a brand new one
what can i do to bring it back to life?

Pump up those tires and see whether they hold air.
If not > new tubes.
Cracks in the sidewall of the tire are not necessarily = dead tire. If the carcass is sound (fabric) you can use them for a while.
See if the brakes work. If they are hard to press, you want to
a) take out the cables and put some oil into the housing
b) use new housing and cables
c) check the caliper arms. If they don't move easily, take off and use grease on the bosses, then reassemble.
d) Check whether the caliper arms have the same spring tension. You can adjust them with the tiny screw at the caliper arms.
Your chain probably will be fine. Just ride and see wether is makes ugly sounds. If yes, use only little oil.
Have fun.
If you don't know anything about bike maintenance just take it to your local bs, it looks rideable.

Addition:
If your derailleur acts up, repeat steps a) or b) on shifting cables/housings.
Finally, check your bearings (steering head, bottom bracket, hubs) whether they spin freely or have too much clearance (you can move the tire sideways, the fork moves back and forth with engaged brake, the pedal arms/chainrings are not tight/can be moved sideways).

I'd just get new tires and tubes and not even see if they will hold air or not

basically take the entire bike apart and clean out whatever gunk and filth may have found its way in.
you would probably spend up $100 maybe under$50 if you get walmart tier products

use a rejuvenation spell, you will however need a sacrifice, looking at your bike all you will need is maybe a small woodland creature or a cat/dog. You will have to chant to sheldon brown several times and will have to draw a 52 chainring in chalk on the ground around your bike.

That doesn't look bad at all, just pump the tyres and clean the cassete and chain/oil the chain. If everything isn't broken it will be cheap and you will have a commuter at least.

the brake pad are likely petrified - replace them.
brake levers look identical to the plastic pieces of crap on my old sears MTBSO - replace them with metal levers that won't fracture.

If there is rust down there, things will be more complicated. Listen to what everyone else said and see what happens
If the chain is rusted and things are fucked-up, come back and ask specifically what to do in a /bqg/ thread -- bring pictures of the chain+cassette area

no just cut the rubber off- i did that to a 2002 manitou and it still works fine
