Why does nobody talk about this album or put it in their charts?

This is one of my favorite albums and I only wish more people would listen to it and know about it despite its hideous cover.

I've heard it 3 times and it still hasn't clicked. It has it's moments but I think I'm missing why people call it a masterpiece.
