In a way, this is somewhat right. To really profoundly judge an artform, you have to sort of understand what's going on in a more technical level. This doesn't necessarily mean that to judge a film you have to be able to make one yourself, but if you really want to judge it properly, you need to know beyond just "I like this movie because it looks cool" - and define why it looks cool in your eyes; from unique angles to maybe a well set-up collage.

Most people that do that for music just don't know what they're talking about most of the time and it ends up extremely vague. There's very little technical influence of why you find something good. Technical doesn't mean necessarily everything going proggy; it can mean simply that the aesthetic of a particular track is given due to how it is recorded, even if the track is just a G D Em C song.

I would argue though that you don't necessarily need to understand a technical detail in order to pick up on it. You can perceive more than you have the vocabulary to describe.

That's from an appreciation standpoint, though. Obviously you would need the vocabulary to write a worthwhile critique or anything like that.

Yeah, definitely. People do notice plenty of stuff even without the vocabulary or knowledge, but if you truly want to appreciate music you need to develop a wide enough vocabulary to explain why you like it.

Reviewing "music" is very difficult, not only you require huge vocabulary, but it is also incredibly subjective.

Judging lyricism is incredibly subjective, it is hard to pin-point what is a good lyric and what isn't.

Is this lyric awkward? Maybe it's awkward on purpose to reinforce some kind of message, someone may find that lyric cringey, someone may find it hard-hitting.
Instrumentals, weirdly tuned guitars and imperfections have been used intentionally, again, someone may find that a mistake and someone may be amazed by it.

I'll admit that I do not have the vocabulary that would require me to properly review music and I don't know how I would go about it, I know why I like my music, but I find it incredibly hard to explain.

I went and saw a movie last night, while waiting for my flight back home.

I told my girlfriend I was what I was going to see, and when I got home, she asked me if the movie was any good.

The thing is though, I've never made a feature length film before, so I honestly didn't know what to say.
