Bowie had a fascination with neitzsche that was evident in his lyrics from hunky dory to blackstar. Anyone who's ever toyed with that sort of philosophy naturally spends alot of time thinking about the nazis, that combined with the nazi-chic aesthetics and the very dark, nearly psychotic place he was in at the time of STS, his subsequent flight to Berlin, etc. makes it pretty clear that he at least had a fascination with the trappings of the third reich.

Doesn't mean he actually endorsed their actions; Bowie just inhaled philosophy of all types and relished in exploring cultures that mainstream society found distasteful.
