The best LP of this sort of thing is Special Request - Soul Music by far. Next best is Head High - Megatrap. Other than what's mentioned so far also listen to Shitmat - One Foot In The Rave and everything by Dead Man's Chest.
Everything from Kid Lib and Green Bay Wax sounds like it could be from 94 but it's more Jungle than Hardcore. Same with 117, the new releases on Skeleton Recordings, Rupture London, AKO Beatz (but some of those producers actually produced tracks around that time) and 7th Storey Projects and Keeping Vinyl Alive are labels that re-releases old school hardcore tracks.

Metalheadz have been re-releasing some of the main catalog for the last few years now.
I just remembered that someone told me about two labels, Hardcore Projektz and Warehouse Wax, that are all basically Breakbeat Hardcore but made over the last decade or so rather than back in the day, and they sound pretty nice. Criterion and Repertoire are similar but it's fucking impossible to get many releases from either of them.
