Yes the beginning of the 21st century was what we now know as the 'meme age'. This ear was typified by a lack of originality, cultural tastes entirely driven by irony and a tendency to deliberately and knowingly pretending to like things everyone actually hated. This album represents just one example of that and not even an especially significant example as its ironic appreciation was confined to only a number of niche communities.
