I think it's synonym with experimental folk. Folk that deviates from the very traditional aspects of folk. But I'm talking out of my ass here, you should probably make some research on it.
Folk is earnest and pompous, wearing natural fibres, complaining about taxes, contemplating daisies. Freak folk is wacky hair dyed pixie squeaking talking about unicorns on mopeds and contemplating daisies on you iphone wallpaper.
folk is music that is passed down orally through generations whereas freak folk is psychedelic music that takes inspiration from folk music
